Abstract
Despite considerable attention to the procurement process in Ghana, there is little evidence showing the current situation as regards the effective management of stakeholders in the procurement process within public organizations. The study was, therefore, carried out to assess the impact of stakeholder management on the procurement process of the Ghana Health Service (GHS), Accra. The research was exploratory and employed both qualitative and quantitative approaches. The design of the research is descriptive and the main instrument used for the collection of data was a structured questionnaire. A population of 85 and a sample size of 70 were used by the researcher. Both purposive and convenience sampling techniques were used in administering questionnaires to respondents. A correlation analysis was done to ascertain the relationship between the variables under study, which is stakeholder management and procurement process. The study concluded that GHS uses more of stakeholder consultation in their procurement process and as a result most of the internal communication channel is not well utilized. All the variables of stakeholder management positively correlated and play a major role in the procurement process of GHS. Also, the study found that GHS focuses much attention on evaluation stage but less attention is given to involvement in specification development stage. It may be as a result of limited duration of time allocated to the preparation of specifications, hence, stakeholders are not involved to avoid delays in the procurement process. Stakeholder management alone is not able to predict the contribution of the variables to the procurement process. The researcher recommends that the management of GHS should implement all the variables of the procurement process to impact positively on the procurement process of GHS. Other variables outside stakeholder management need to be considered to help predict accurately the impact of stakeholder management.
